Statistics Canada contacted Susan Crowther in January (2010) to obtain information from her. They have continued their attempts through February and March. Susan is “ex-military”. She is well-informed about the abuses that historically arise out of state use of census data. The actions of Statistics Canada scare her. She did not previously know about the role of Lockheed Martin and IBM in the Canadian census which makes it that much more threatening.

Sue feels that she doesn’t have a choice about whether she will or will not hand over personal information – she CANNOT bow to StatsCan’s threats of jail time and a fine. Citizens don’t have rights if they aren’t willing to stand up and fight for them.

Until recently Susan had not known about my trial over the 2006 census. One of my emails was forwarded to her. I was VERY surprised that StatsCan would use the threat of jail and a fine against Susan when this is not even during the census (May, 2011 is our next census.)

If I am correct, then Statistics Canada is seriously guilty of threats and intimidation; iIn addition to abuse of Charter Rights. I told Susan Crowther that there are thousands of people across Canada who support her. We will stay in touch.

I correctly or incorrectly interpreted Section 8 of the Statistics Act to say that sanctions do not apply in between censuses - believing that “the census” is the once-every-five-years undertaking. What happens in between is “surveys”

Voluntary surveys

8. The Minister may, by order, authorize the obtaining, for a particular purpose, of information, other than information for a census of population or agriculture, on a voluntary basis, but where such information is requested section 31 (INSERT: jail time and a fine) does not apply in respect of a refusal or neglect to furnish the information."

I think it turns on the definition of “census”. Section 19 is as close as I can find to a definition. I think one can infer from it that “census” in the Act means the census that happens once every five years.

Population census

19. (1) A census of population of Canada shall be taken by Statistics Canada in the month of June in the year 1971, and every fifth year thereafter in a month to be fixed by the Governor in Council.

If this is correct, then Statistics Canada is seriously guilty of threats, coercion and intimidation.

From my conversation with Susan Crowther: she has been harassed and intimidated by StatsCan. She is ex-military and finds the whole thing scary. She was first contacted in January (2010). She declined to supply information. StatsCan has been relentless through February and March in attempts to obtain her personal information.

Even if StatsCan does not follow through on its threats against Susan (jail and a fine), I believe that charges need to be laid against StatsCan. It is operating outside the law and using the threat of jail-time and fines to coerce people into disclosing personal information.

I am further motivated by the CBC news report below (Armoured vehicles adopted by B.C. RCMP). I responded to it by putting out an alert for people to go to their City Councils on a pre-emptive basis to stop the plan.

Armoured vehicles adopted by B.C. RCMP

The RCMP in B.C. are rolling out their newest crime-fighting tools — two surplus tactical armoured vehicles (TAVs) that were given to them by the Canadian Armed Forces.

The Cougars, as the military called them, were gathering dust and out of service, so the Canadian Forces decided to turn them over to the RCMP for free. The six-wheel vehicles will be stationed in the Vancouver-area for the emergency response team to use in dangerous situations.

When the vehicles last saw military service, they were armed with heavy guns and grenade launchers, but all the weapons were removed from the 32-year-old vehicles before they were handed over to the RCMP.

"It contains absolutely no special weapons inside. There's no secrets here," said RCMP Sgt. Peter Thiessen.

The RCMP did borrow armoured personnel carriers from the military 15 years ago to help quell an armed standoff with native protesters at Gustafsen Lake, B.C.

Now, officers in B.C. say they need their own machines to protect against the growing firepower on the streets.

"Last year was a perfect example, within the Lower Mainland the gang violence, the amount of shootings, the type of firearms that were being utilized," said Thiessen, referring to the spate of gang shootings and homicides that plagued the region.

The TAVs were called out for the first time on Monday night to an incident involving a man with a gun, but the RCMP plans to routinely deploy the TAVs in order to increase public awareness and to give the officers experience operating them in an urban environment.

"These are older vehicles but they certainly have a lot of life left in them. And they're going to be put to good use when needed," said Thiessen.

The RCMP said the so-called "Cougars for cops" is a national program, and residents of other cities can expect to see the vehicles on their streets too.

I agree with you, Sandra, that those people acting in the name of STATISTICS CANADA are guilty of criminal harassment, uttering threats, coercion, and public mischief, to name a few of the criminal violations that are occurring just on the face of this protracted assault you bring to our attention.

I imagine those people acting in the name of STATISTICS CANADA will ultimately be relying on Section 15 of the Criminal Code of Canada (http://www.efc.ca/pages/law/cc/cc.15.html) as their ultimate defense, should the hounds from the OFFICE(S) OF THE ATTORNEY(S) GENERAL/JUSTICE MINISTRY who are bound to act as their counsel, fail to exhaust your resources before you ever bring it to trial.

And you’ll need a “Special Prosecutor” due to the innate conflicted interests of the OFFICE(S) OF THE ATTORNEY(S) GENERAL/JUSTICE MINISTRY, as well as the fundamental bias that prevails throughout our traditional advancement by appointment structure, that applies to judges and every other high-ranking position within the very broad scope of our Administration of Justice.

As past experiences have already disclosed (think (APEC), these actions have been and are undoubtedly sanctioned all the way up to the P.M.s office, so it follows that charges should follow all the way up to the top of this de facto (it sure doesn’t represent the nominal 51 % of us to make it de jeur!) regime.

These acts are but a few of an enormous and growing list of criminal acts committed in the name of a variety of MINISTERIAL veils. And it is becoming clear that the EXECUTIVE BRANCHES are anticipating some kind of civil backlash, illustrated by the militarization of domestic law enforcement, formerly known as Peace Officers.

As Dr. Jeff Halper so aptly points out, we have entered a state of “security politics” where “human resources” takes on new meaning under the heal of technological advances that are de-populating the work-place and creating a brand-new and highly expansive security-based industry that includes mass population control, “global pacification” and “human warehousing”. So yes, if we wish to avert such a disaster, we must at least try to take back control of the most fundamental code of social conduct essential to the good conduct of any semblance of civil society. That can only be the Criminal Code - http://www.efc.ca/pages/law/cc/cc.html

It must be applied with utmost impartiality, decided by a fully-informed jury, and carry with it the legitimacy necessary to enforce it uniformly.
