It has been a terrible cyclone season in southeast Asia in 2006. Category Five Cyclone Saomai has displaced over a million people in China. Earlier, a huge rain-caused landslide wiped out a town in the Philippines. Japan has been hit repeatedly. During the monsoon season in India, Mumbai received two feet of rain in twenty-four hours. Yet hardly a sizable storm has spun into existence in the Atlantic.
The explanation is simple, there is hardly any Aetheric Ice floating on the surface of the Atlantic after last year's hurricane season. The scalar beams used to melt the aetheric ice, are being applied to the waters of the Atlantic but there is little left.
Melting aetheric ice breaks the surface tension of water and allows for more evaporation. It is a natural cycle which has been co-opted by the Navy. Now the Pacific is getting the scalar treatment.
The extended heatwave in the USA and Europe can be explained as a lack of precipitation due to a lack of evaporation from the Atlantic, Caribbean and Gulf of Mexico even though the waters are warm.
