British Royal Think Tank, RUSI, Now Considers Water as Legitimate Military Target in Syria & Iraq Despite Prohibition Under 1977 Geneva Conventions

[Editor's Note : The first thing that entered my mind when I read Keith Howe's email (below) was the utter inhumanity of trying to control the availability of water to the population of a targeted country of "strategic" interest. This sort of thinking is called a scorched earth policy and is prohibited under the 1977 Protocol I of the Geneva Conventions to which the United Kingdom is a signatory. The UK ratified Protocol I in 1998. The President of the Royal United Services Institute (RUSI) in a member of the British Royal family, Prince Edward, otherwise known as the Duke of Kent. Prince Edward in the first cousin of Queen Elizabeth II. The director of RUSI is Michael Clarke .(see 1. below). Perhaps the director or Prince Edward ought to remind their deputy director, Michael Stephen, of the UK's requirement to abide by its treaties and conventions and not embrace policies that are in violation of same.

"A scorched earth policy is a military strategy which involves destroying anything that might be useful to the enemy while advancing through or withdrawing from an area....

"The strategy of destroying the food supply of the civilian population in an area of conflict has been banned under Article 54 of Protocol I of the 1977 Geneva Conventions. The relevant passage says:

' It is prohibited to attack, destroy, remove, or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies, and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away, or for any other motive.[2]' " ]

“Rivers, canals, dams, sewage and desalination plants are now all military targets in the semi-arid region that regularly experiences extreme water shortages, says Michael Stephen, deputy director of the Royal United Services Institute think-tank in Qatar, speaking from Baghdad.

“Control of water supplies gives strategic control over both cities and countryside. We are seeing a battle for control of water. Water is now the major strategic objective of all groups in Iraq. It’s life or death. If you control water in Iraq you have a grip on Baghdad, and you can cause major problems. Water is essential in this conflict, he said.”

"Michael Clarke is a British academic who specialises in defence studies. In 2007, he became the Director of the Royal United Services Institute.[1]

Clarke is a former Deputy Vice-Principal and Director of Research Development at King's College London, where he remains a Visiting Professor of Defence Studies.[2] He is also an Associate Director of the Strategy and Security Institute at the University of Exeter.[3]

Between 1990 and 2001, Clarke was the Director of the Centre for Defence Studies. From 2001 to 2005, he was the Director of the International Policy Institute.
