I'm not sure, so you should try and ask Nancy during her ICR chats in which she will field questions to the Zetas. I believe the high drama has to do with flooding from the St Lawrence seaway, which is suppose to inundate all the surrounding areas. The idea is to settle at a higher elevation in a remort area.
